Open Question: Software developers for non-profit project?

We are searching experienced software developers who can help with a charitable project (for Burma). A longer cooperation is preferred. The final output would be free and open source. Our budget is not able to compete with business, so we cannot give the job to a normal paid provider. Is there any place (I mean online) where IT people meet who are interested in helping for the good cause, and who maybe have experience in setting up a software project?
